how does a gas central heating system radiator works?how does Maintenance of radiator is carried out?

My towel rail does not heat up from top to bottom. It heats up

half way through only. I tried to bleed air from towel rail but the
problem persists.

Can any one please tell me what to do ?

if it is heating n the bottom and not top it should be simpy venting the air from it, if it is bottom not the top, then it is possible the towel rail is blocked on the bottom, in which case you would need to close both radiator valves, remove the radiator
